Our Board

The Pension Corporation's board of directors (identified in the legislation as the "Pension Management Board") governs, or oversees the management of, the Pension Corporation.

Corporate board members are appointed by their respective boards, who directly appoint two members—a plan member representative and a plan employer representative.

Board members choose a chair by mutual agreement. The chair may be one of the members or an external appointee. Wayne Jefferson is chair of the board of directors and Weldon Cowan is vice chair.

The Pension Corporation's chief executive officer (CEO) is appointed by the board of directors. Laura Nashman is CEO. The CEO manages the corporation, reporting to the board of directors on the operations of the corporation.

Weldon Cowan, Chair

Weldon was appointed to the board of directors in 2011 by the College Pension Board of Trustees. He taught French immersion science at the secondary level for 17 years before accepting a staff position at the BC Teachers' Federation in 2000. In March 2005 he became a staff representative for the Federation of Post-Secondary Educators of BC. That organization appointed him to the College Pension Board of Trustees in September of that year.

Wayne Jefferson, Vice Chair

Wayne was appointed to the board of directors in 2002 by the Teachers’ Pension Board of Trustees. He chaired the corporate board in 2011 and 2012, and since 2013 filled the vice chair role. From 2003 to 2012, he chaired the corporation’s audit committee. Wayne served for many years with the BC School District Secretary Treasurers' Association (now the BC Association of School Business Officials) and is the secretary-treasurer for the Mission Public School District. Wayne has been a member of the Teachers’ Pension Board of Trustees since April 2001.

Carl Fischer

Carl was appointed to the board of directors in 2007 by the College Pension Board of Trustees. He is the executive director of Financial Reporting and Advisory Services for the provincial Ministry of Finance. He has been a member of the College Pension Board of Trustees since December 2007.

Dale Lauber

Dale was appointed to the board of directors in 2004 by the Teachers’ Pension Board of Trustees. After 25 years’ experience as a teacher and in serving local unions on bargaining committees, Dale worked as a staff officer for the British Columbia Teachers’ Federation from 1990 until his retirement in 2006. He has been working in bargaining and in benefit administration, including pensions, since 1996. He has been a member of the Teachers’ Pension Board of Trustees since April 2001.

John Mazure

John was appointed to the board of directors in 2011 by the Public Service Pension Board of Trustees. He has been a member of the board since April 2008. He has a background in economics and financial management and is the Assistant Deputy Minister and General Manager of the Gaming Policy and Enforcement Branch in the Ministry of Finance. He has a Masters Degree in Applied Economics and holds a Bachelors of Science in Mathematics.

Mary Procter

Mary Procter was appointed to the board of directors in January 2015 by the Municipal Pension Board of Trustees. She is Vice-President of Finance & Planning at Providence Health Care and brings with her over 25 years of health care experience. Mary has a bachelor of commerce degree, a Masters Degree in Leadership and is a certified management accountant. Mary has been a member of the Municipal Pension Board of Trustees since October of 2009.

David Vipond

David was appointed to the board of directors in 2011 by the Public Service Pension Board of Trustees. He participated in the negotiations that led to joint trusteeship of the Public Service Pension Plan in 2001, becoming a trustee that same year. He served as the vice chair of the Public Service Pension Board of Trustees from 2007–2010; he then returned to the vice chair role on January 1, 2011.

Gary Yee

Gary Yee was appointed to the board of directors in January 2015 by the Municipal Pension Board of Trustees. He has been a National Representative for the Canadian Union of Public Employees (CUPE) since 1997. Currently, Gary is the Pension Coordinator and Airline Coordinator in British Columbia. He is the Staff Advisor to the CUPE BC Pension Committee, a representative on the Municipal Employees Pension Committee (MEPC), and Chair of the Municipal Employee's Pension Advisory Committee. Gary was appointed to the Municipal Pension Board of Trustees in January 2014 by MEPC.
